Major reforms
cut red tape for WA charities
This announcement is for:
Major reforms are
now in force which lift the red tape
burden on WA charities, reducing their administration
costs
and resulting in more money being made available to charity recipients.
The changes to WA’s
Charitable Collections Act simplify
the application process and reporting
requirements
while removing duplication of compliance for charities.
Charity licences do
not have an expiry date now,
so they don’t have to be renewed every three years
as was required previously.
However, the continuous licences are issued on the
condition
that the charity complies with annual reporting and other obligations.
An updated
memorandum of understanding between
Consumer Protection and the federal
Australian Charities and Not-for-profits Commission (ACNC)
streamlines and
reduces the regulatory burden on
WA charities while allowing greater sharing
of
information and harmonisation between the two agencies.
From the 2020
financial year, most WA charities
that are registered with the ACNC
no longer
need to submit annual financial statements
to both agencies as the ACNC now
shares that
information and, if annual revenue is under $250,000,
the accounts
do not need to be audited or reviewed.
To participate in
this arrangement,
eligible WA charities must provide their
WA fundraising
licence number when submitting
their Annual Information Statement to the ACNC.
Commissioner for Consumer Protection
Lanie Chopping
said the red tape reductions have been warmly welcomed
by the
sector but those in need of assistance will benefit the most.
“The less charities spend on compliance and administration
costs,
the more funds will be available for the charitable purpose,”
Ms
Chopping said.
“These reforms are a significant step forward
in harmonising
charity laws throughout Australia
and reducing the regulatory burden on the
sector
which deals with federal and various state and licensing agencies.
“The changes in the law won’t change the high level
of scrutiny
of organisations that collect donations
and we will continue to ensure that
funds are used as donors intended,
which is important for the confidence of the
community
as well as the reputation of the sector.”
ACNC Commissioner the Hon Dr Gary Johns
said reducing
unnecessary regulation for charities
is one of our main objectives.
“We support harmonisation as it helps charities operate
more
effectively and makes it easier for them to comply with regulations.
This new
change is very welcome, and we continue
to work towards minimising reporting
duplication,”

Science Week this year is from August
the 15th to the 23rd,
centered around the theme marine life.
We have decided to
participate through the creation of two projects
that will engage and celebrate
marine life and draw attention
to the issue of plastics in our oceans.
These
two projects are the shark sculpture project and the boat making project.
The shark sculpture project is open
to the community and is an opportunity
for community groups to create a marine
sculpture
by re-purposing and recycling plastics.
This will help to create
positive impact and raise awareness
of the large consumption of plastic waste.
These sculptures will then be displayed during science week.
The boat project
is open to children ages 8-12 where they can
use their STEM skills to make a
functioning model boat,
through a kit we will supply.
We encourage community groups and
schools to get involved!!

RYLA & RYPEN
Preparation
for both RYLA and RYPEN is underway despite the disruption caused by the
COVID-19 pandemic, so
we'd like to provide an update to all clubs on what our plans are.
RYPEN
The next
RYPEN camp will be held from 11th - 13th of September 2020.
We
believe that after the disruption of the last few months, RYPEN would be a
great opportunity for
students to have some "Fun with a Purpose".
We are
currently preparing for camp, and the facilitator team is well advanced in
preparing an exciting
and engaging programme.
Applications
close 1st September.
RYLA
The RYLA
camp will be held in January from 16th - 23rd January
2021. We have put together the facilitator team, and will
be opening applications soon.

An innovative Rotary group from Perth has been
looking
to beat Covid19 and assist in the recovery
of Western Australia’s
tourism industry.
The development of our state can be attributed to the
dedication and hard work of our pioneers.
The group of Rotarians is now calling
on our pioneers
to help them re-build our state economy,
following the ravages
of the COVID-19 virus.
Tourism has borne a considerable economic burden
over
the course of the past couple of months.
Last month, Premier, Mr McGowan provided
some
welcome news to the WA community announcing
the local governments roadmap to
easing
COVID-19 restrictions within the state.
Regional travel restrictions
were lifted allowing
intra-state travel to recommence.
The Western Australian
Government also announced
a multi-million dollar, survival and recovery,
package
to help small businesses in the sector adapt
to the post-COVID-19
landscape.
Meanwhile, instead of sitting back in
lockdown,
a group of innovators from the Rotary Club of Matilda Bay
have funded
and designed a pioneer adventure game
to be played in our Western Australian
backyard.
Called the “Pioneer Challenge”,
it is a fun pioneer heritage hunt
with the aim of discovering
the pioneers of our state.
The game is a hybrid of
a clue finding treasure hunt
and a car rally that encourages people to explore
our regional country towns.
Once registered, players will be issued with
three surprise
Pioneer towns along trip of their choice
along Route 120,
(Southern Highway).
Within these Pioneer towns, players need to find
three
given pioneer graves at the local cemetery
and historical clues within the
township.
The game is played on the player’s phone
and involves uploading
various photos of graves and towns,
and solving clues on the pioneer challenge
web site.

A long wait to return home finally came to an end
on Tuesday for ROMAC patient,
12-year-old Germaine when she boarded a plane
bound for the Solomon Islands.
Germaine underwent successful heart surgery at
Sydney’s Westmead Children’s Hospital
in March but was forced to remain in
Australia because of border closures due to COVID-19.

happy and healthy young woman
after her extended stay in Australia.

the 2020 Combined Services Dinner brought together 100 members
representing 7
of the City of Rockingham's dedicated service clubs
. The dinner hosted at the
Salvation Army was in support
of the Salvation Army Rockingham Corps
and raised
over $2500 for their new Cafe.

Stuart Stone introduced our guest speaker Suresh Rajan,
President of the Ethnic Communities Council
to speak on multiculturalism and racism.
Suresh is also an Ambassador for people with disabilities
and is the former President of the National Ethnic Disabilities Alliance.
The presentation covered topics such as “Assimilation”, “Inclusive Multiculturalism”
(as defined by the Hawke & Keating governments)
and “Australian Multiculturalism” (as defined by the Howard & Costello governments).
It was noted that 52% of Western Australians
have one or both parents born overseas.
We have over 270 migrant languages and 70 Aboriginal languages spoken here.
The complexities of this topic were revealed by discussions
on migration (skilled persons, persons with disabilities),
religion, anti-discrimination legislation, hate groups within WA
and death threats to politicians and to Suresh.
Other subjects are aspects of Sharia Law, taxpayer burdens,
rights of women, religious vilification and racial vilification.
Suresh was an entertaining and engaging speaker,
who gave us a fresh perspective on the concept of multiculturalism,
which he has lived and breathed for many years.
After an interesting round of questions from the audience,
Stuart led the meeting to thank Suresh for his presentation

guest speaker, Bruce Dufty who shared his knowledge,
compassion and information
